It's crunch time, when all the demands of Halloween start to become real for procrastinators. Time to find a party, and a costume, because no one wants you to wear the Psy costume again. It's just not going to make sense this year. Here are 10 stores for Halloween costume shopping in the Washington area to help trick-or-treaters get it together by October 31.
